Public Consultation Notice – Environmental & Social Impact Assessment (ESIA)
Florestal do Norte Invites All Interested and Affected Parties to Participate.


Florestal do Norte SA (FdN) is a Mozambican company and a subsidiary of Forest Landscapes AS (FLAS). The company’s purpose is to develop and manage forest plantations, including establishing nurseries to restore ecosystems and landscapes in areas degraded by human activity.
FdN plans to implement a large-scale landscape restoration and reforestation project covering approximately 60,000 hectares across the districts of Ribáuè, Mecubúri and Lalaua, in Nampula Province.

To meet legal requirements for environmental licensing of the proposed activities, an Environmental and Social Impact Assessment (ESIA) is currently underway.
During the preliminary assessment, it was identified that the Project may result in economic displacement. In accordance with national legislation (Decree No. 54/2015 of 31 December), preparation of a Resettlement Plan is therefore required. The plan must be developed and approved with broad public participation involving all Interested and Affected Parties (PIAs).
The public consultation process will take place under the following legal frameworks:
- Decree No. 54/2015 – Regulation of the Environmental Impact Assessment Process
- Decree No. 31/2012 – Regulation on Resettlement Resulting from Economic Activities
- Directive No. 130/2006 – Public Participation Guidelines for ESIA Processes
To comply with these requirements, FdN has scheduled the following public consultation meetings:

Topics to Be Addressed
The first public consultation meeting will cover:
- Presentation of the Project, including objectives, location, proposed activities, and potential impacts identified during the EPDA (Pre-Feasibility and Scoping Study)
- Explanation of the relevance and expected impacts of the resettlement process, in line with Ministerial Diploma No. 156/2014, of 19 September
A summary of the EPDA and the roadmap for preparing the ESIA and the Resettlement Plan will be available:
- On the company’s website
- As printed copies at district headquarters and in the District Services for Economic Activities
